This is the the second, revised and supplemented edition of this catalog-monograph, which describes the local issues (provisionals) of Russia, the Soviet republics and the USSR (1917 - 1963). It contains 441 unique provisional localities (some which have never been previously described), and their forgeries. It also presents selected items that went through the mail, if they bear catalogued provisionals. The catalog describes groups of provisionals and changes in postal rates, and shows how to distinguish genuine stamps from forgeries, providing many images of the latter. 1st edition of the catalogue was sold very fast and it received a Gold medal at World stamp exhibition in China in 2019 and two Large Gold medals in USA in 2019.
